PHYTOSANITARY REQUIREMENTS FOR INTERNATIONAL NAVIGATION VESSELS DUE TO LYMANTRIA DISPAR PLAGUE (GYPSY MOTH)

PLEASE KINDLY NOTE THAT SINCE 12TH APRIL 2021 ENTERED INTO FORCE IN ARGENTINA THE NATIONAL RESOLUTION N° 001/2021 FROM SENASA WITH THE OBJECTIVE TO AVOID SPREAD OF THE JAPANESE GYPSY MOTH INTO ARGENTINA, SUCH RESOLUTION IS ORIENTED TO ALL VESSEL THAT HAVE BEEN IN ANY CHINESE, JAPANESE, RUSSIAN AND/OR KOREAN (SOUTH/NORTH) PORT IN LAST 24 MONTHS.
IN THIS CONTEXT PLEASE KINDLY FIND HEREUNDER THE BRIEF PROCEDURE TO BE FOLLOWED.1.-VESSEL HAS TO DECLARE PRIOR ARRIVAL RECALADA, AT LEAST 72 HOURS, WHETHER VESSEL CALLED ANY CHINESE, JAPANESE, RUSSIAN OR KOREAN SOUTH/NORTH PORT IN THE LAST 24 MONTHS.
2.-IF NOT VESSEL TO JUST INFORM NOT.
3.-IF YES THE VESSEL HAS TO SUBMIT A VALID CERTIFICATE AGAINST AGM AND JGM (NOT OLDER THAN 90 DAYS).
4.-IF CERTIFICATE IS NOT ON BOARD OR VALID SENASA WILL CARRY OUT AN INSPECTION UPON BERTHING.
5.-IF EGG MASSES ARE LOCATED, IRRESPECTIVE OF SPECIES, THE CERTIFIED COMPANY WILL PROCEED TO REMOVE SAID MASSES FROM THE VESSEL WITH SCRAPING TOOLS, COLLECT THEM IN CONTAINERS AND DISPOSE OF THEM IN ACCORDANCE WITH GOVERNMENTAL RECOMMENDATIONS: DESTRUCTION BY EITHER BOILING WATER OR INCINERATION AND 3 SAMPLES WILL BE TAKEN AND FUMIGATION WILL BE ORDERED.

LIKEWISE, IN CASE VESSEL HAS NOT VALID CERTIFICATE,FYI THE PROCEDURE CONSIST OF A VISUAL INSPECTION OF AT LEAST 27 DIFFERENT AREAS ON BOARD VESSELS, IN SEARCH OF EGG MASSES AND LARVAE DURING THEIR EARLY LIFE STAGES.
